The Court has often stated this rule in the context of Article 6 of the Convention (see, as a recent example, Sürmeli v. Germany [GC], no. 75529/01, § 129, ECHR 2006-VII) but it is no less pertinent in the context of Article 5. It is incumbent on the judicial authorities to make the necessary administrative arrangements to ensure that urgent matters are dealt with speedily and this is particularly necessary when the individual's personal liberty is at stake (see E. v.
