Rechtsstaatswidrige Verfahrensverzögerung, Kompensation
Indes fällt es nach der Rechtsprechung des Bundesverfassungsgerichts generell in den Verantwortungsbereich der Justiz, wenn aufgrund des Mangels an personellen Mitteln Verfahren nicht innerhalb angemessener Zeit abgeschlossen werden können (BVerfG Beschl. v. 02.07.2003 - 2 BvR 273/03 = BeckRS 2003, 24461; vgl. auch EGMR wistra 2004, 177, 179; Krehl/Eidam NStZ 2006, 1, 4). - EGMR, 17.01.2017 - 15838/13
