The Court reiterates that the reasonableness of the length of the proceedings is to be assessed in the light of the particular circumstances of the case, regard being had to the criteria laid down in the Court's case-law, in particular the complexity of the case, the conduct of the applicant and that of the authorities, what was at stake for the applicant etc. In addition, only delays attributable to the State may justify a finding of a failure to comply with the "reasonable time" requirement (see, among other authorities, Zimmermann and Steiner v. Switzerland judgment of 13 July 1983, Series A no. 66, p. 11, § 24; see also Pélissier and Sassi v. France [GC], no. 25444/94, ECHR 1999-II, § 67). - EGMR, 30.11.2004 - 46072/99
