The Court considers that proceedings relating to an official appeal have to be distinguished from proceedings for the re-opening of criminal proceedings which do not fall within the scope of Article 6 (see Fischer v. More specifically, Article 6 § 3 (d) leaves it to them, again as a general rule, to assess whether it is appropriate to call witnesses; it does not require the attendance and examination of every witness on the accused's behalf (see, Bricmont v.
