The Court reiterates that the reasonableness of the length of proceedings must be assessed in the light of the circumstances of the case and with reference to the following criteria: the complexity of the case, the conduct of the applicant and the relevant authorities and what was at stake for the applicant in the dispute (see, among many other authorities, Frydlender v. However, in view of the fact that the matter calls for consideration by the Court of its own motion (see, for instance, Sejdic and Finci v. Bosnia and Herzegovina [GC], nos. 27996/06 and 34836/06, § 27, ECHR 2009), the Court finds it important to note that in the light of its findings in the cases of Loizidou v. Turkey ((merits), §§ 52-57, 18 December 1996, Reports of Judgments and Decisions 1996-VI), Cyprus v. Turkey (cited above, §§ 75-81) and Demopoulos and Others (cited above, §§ 89 and 103), the issues complained of fall within the jurisdiction of Turkey, which has, in the northern part of Cyprus, the obligation to secure to the applicants the rights and freedoms set out in the Convention. - EGMR, 01.03.2010 - 46113/99
