The constant case-law of the Convention's organs establishes that the reasonableness of delay in civil proceedings is to be assessed according to the particular circumstances and having regard, notably, to the conduct of the applicant and the competent authorities, the complexity of the case, what is at stake for the applicant in the proceedings and the period of delay itself (see e.g. Eur.
