The Court reiterates that the right to a fair hearing, as guaranteed by Article 6 § 1 of the Convention, embodies the "right to a court", one aspect of which is the right of access, that is, the right to institute proceedings before courts in civil matters (see Golder v. the United Kingdom, 21 February 1975, § 36, Series A no. 18; Prince Hans-Adam II of Liechtenstein v.
