    The Court recalls that the reasonableness of the length of the proceedings must be assessed in the light of the circumstances of the particular case and with regard to the criteria laid down in the Court's case-law, notably the complexity of the case, the conduct of the applicant and that of the authorities before which the case was brought (cf.
