Moreover, in circumstances that were admittedly different from those of the present case, the Court has laid down the principle that it is for the Contracting States to organise their services and train their personnel in such a way that they can meet the requirements of the Convention (see, mutatis mutandis, Hadri-Vionnet, cited above, §§ 54-57; Dammann v. Switzerland, no. 77551/01, § 55, 25 April 2006; Scordino (no. 1) [GC], cited above, § 183; and Bottazzi v. Italy [GC], no. 34884/97, § 22, ECHR 1999-V).However, an award can be made in respect of costs and expenses only in so far as they have been actually and necessarily incurred by the applicant and are reasonable as to quantum (see Bottazzi v. Italy [GC], no. 34884/97, § 30, ECHR 1999-V, and Linnekogel v. Switzerland, no. 43874/98, § 49, 1 March 2005).
