In addition to recalling that Article 1 of Protocol No. 1 can not be interpreted as guaranteeing a right to a benefit of certain amount (see Kjartan Ásmundsson v. Iceland, no. 60669/00, § 39, ECHR 2004-IX), the Court further observes that the impugned measure provided for the following options to the applicants.
