In this respect, the situation is analogous to that in Peck v. the United Kingdom, no. 44647/98, ECHR 2003-I. Finally, the acts were necessary in a democratic society and were proportionate as any interference went no further than necessary to establish whether there had been such excessive personal use of facilities as to merit investigation.
