Der Gerichtshof stellt weiter fest, dass die Auffassung, eine bereits geltende Entschädigungsregelung könne zum Vorteil eines Beschwerdeführers geändert werden, nicht als eine Form von "berechtigter Erwartung" im Sinne von Artikel 1 des Protokolls Nr. 1 angesehen werden kann, denn es gibt einen Unterschied zwischen der bloßen Hoffnung auf Entschädigung, so verständlich diese auch sein mag, und einer berechtigten Erwartung, die ihrer Art nach konkreter als eine bloße Hoffnung sein muss und sich auf eine Rechtsvorschrift oder einen Rechtsakt wie beispielsweise eine gerichtliche Entscheidung stützen muss (siehe sinngemäß Grazinger und Granzingerova ./.
