Indeed, where an issue in the general interest is at stake, it is incumbent on the public authorities to act in good time, in an appropriate and consistent manner (see Broniowski v. Poland [GC], no. 31443/96, § 151, ECHR 2004-V, and Vasilev and Doycheva v. Bulgaria, no. 14966/04, § 40, 31 May 2012).

Bulgaria, no. 45806/11, § 69, 12 December 2019). - EGMR - 43914/21 (anhängig)
VASILEVI v. BULGARIA and 1 other application
Are the restitution procedures involving the applicants excessively lengthy, and does this amount to a violation of Article 1 of Protocol No. 1 (see, among others, Zikatanova and Others v. Bulgaria, no. 45806/11, 12 December 2019, and Sheytanova v. Bulgaria [Committee], no. 42218/13, 1 September 2020)?. - EGMR, 25.01.2022 - 39852/14
BEKTASHEV v. BULGARIA
These "recognition" decisions did not give rise to any title to property and represented an initial stage in the restitution procedure, to be followed, in principle, by further procedural steps (see, for a general description of the procedure and the different types of decisions that may be taken, Zikatanova and Others v. Bulgaria, no. 45806/11, §§ 54-57, 12 December 2019).
