The Court reiterates that the reasonableness of the length of proceedings must be assessed in the light of the circumstances of the case and with reference to the following criteria: the complexity of the case, the conduct of the applicant and the relevant authorities and what was at stake for the applicant in the dispute (see, among many other authorities, Frydlender v. France [GC], no. 30979/96, § 43, ECHR 2000-VII).

La Cour rappelle que la réglementation selon laquelle un particulier est parfois obligé à céder à un autre un bien qui lui appartient relève exclusivement du droit privé et échappe au domaine de la Convention, sauf si son application engage la responsabilité de l'État d'une manière ou d'une autre et, notamment, si elle a été arbitraire et inéquitable (voir, parmi d'autres exemples, S.Ö., A.K., Ar.K. c. Turquie (déc.), no 31138/96, 14 septembre 1999, Uthke c. Pologne (déc.), no 48684/99, 28 septembre 2000 et Zhukovskiye c. Russie, no 23166/04, § 36, 13 janvier 2011).
