This caused a delay in the District Court proceedings for which the Court does not find sufficient justification and which it considers incompatible with the diligence required under Article 6 § 1. It reiterates that it is for States to organise their judicial systems in such a way that their courts can meet the Convention's requirements, which includes the manner in which they obtain the necessary expert evidence (see e.g. Salesi v. Italy, judgment of 26 February 1993, Series A no. 257-E, § 24).
