The Court reiterates that, in this kind of case, in order to deprive an applicant of his status as a victim, within the meaning of Article 34 of the Convention, the national authorities must have acknowledged in a sufficiently clear way the failure to observe the reasonable time requirement and provided redress, e.g. by reducing the sentence in an express and measurable manner (see the Eckle v.
