As to the Government's plea concerning failure to exhaust the domestic remedies, the Court recalls its conclusion in the case of Maneikis v. Lithuania (no. 21987/07, § 21, 18 January 2011), to the effect that in 2006, when the applicant lodged his application with the Court, there were no effective remedies in Lithuania that the applicant could use to complain about the length of domestic court proceedings.
