The applicant's complaint of ill-treatment, which he duly raised at the domestic level (see paragraph 8 above), was thus prima facie arguable and, given the Court's settled case-law on the matter, the authorities were required to conduct an effective official investigation into the alleged ill-treatment, even if such treatment was inflicted by private individuals (see M.C. v.
