The Court recalls that the phrase "established by law" covers not only the legal basis for the very existence of a "tribunal" but also the composition of the bench in each case (see Buscarini v. The Court has to have regard, inter alia, to the complexity of the factual or legal issues raised by the case, to the conduct of the applicants and the competent authorities and to what was at stake for the former (see Frydlender v. France [GC], no. 30979/96, § 43, ECHR 2000-VII).
