As concerns the "civil" nature of the right within the meaning of Article 6 § 1 in a dispute raised by civil servants, the Court observes that in its recent judgment in Ternovskis v. Lettonie ((déc.), nos 2631/10 et 12253/10, 18 novembre 2014), qui concernait le retrait de leur attestation de sécurité à un requérant qui avait été chargé de tâches de renseignement et de contre-espionnage et à un autre requérant qui occupait l'un des postes les plus élevés au sein du service des recettes de l'État et était responsable du département des enquêtes criminelles des douanes.
