EGMR, Shlykov and others v. Russia, Urteil vom 19. Januar 2021, Nr. 78638/11, §§ 72 ff.).

    Die mit der Fesselung verbundene Zwangsanwendung ist auf das unausweichliche Maß zu beschränken (vgl. EGMR, Shlykov and others v. Russia, Urteil vom 19. Januar 2021, Nr. 78638/11, § 72).

    Maßgeblich zu berücksichtigen ist, ob die Fesselung angeordnet wurde, obwohl der Gefangene durch sein Verhalten während der Haft in der Vergangenheit keinen Grund zu Beanstandungen gegeben hat (vgl. EGMR, Shlykov and others v. Russia, Urteil vom 19. Januar 2021, Nr. 78638/11, §§ 72 ff.; Kashavelov v. Bulgaria, Urteil vom 20. Januar 2011, Nr. 891/05, §§ 38 ff.; Salakhov and Islyamova v.
