RELEVANT DOMESTIC LAW 14. A summary of the relevant provisions concerning administrative proceedings is provided in the case of Gafgaz Mammadov v. Azerbaijan (no. 60259/11, §§ 32-38, 15 October 2015).Referring to its findings in Asadbeyli and Others v. Azerbaijan (nos. 3653/05 and 5 others, 11 December 2012), the Court considers that the proceedings in the present case should be classified as determining a criminal charge against the applicant, even though they are characterised as "administrative" under Azerbaijani legislation (see Gafgaz Mammadov v. Azerbaijan (no. 60259/11, § 70, 15 October 2015; Ziliberberg v. Moldova, no. 61821/00, §§ 30-35, 1 February 2005, and Menesheva v. Russia, no. 59261/00, §§ 95-98, ECHR 2006-III).
