Any deficiency in the investigation which undermines its ability to establish the cause of injuries or the identity of the persons responsible will risk falling foul of this standard, and a requirement of promptness and reasonable expedition is implicit in this context (see, for instance, Mikheyev v. Russia, no. 77617/01, §§ 107-10, 26 January 2006, and Bouyid v. Belgium [GC], no. 23380/09, §§ 114-23, ECHR 2015).

BELEY v. UKRAINE
By judgment of 20 June 2019 in the case of Beley v. Ukraine [Committee], no. 34199/09, the Court found, inter alia, a violation of Article 3 of the Convention on account of torture the applicant was subjected to while in police custody in 2008 and lack of effective investigation into his related complaints.With respect to the period after the Court's judgment in the case of Beley v. Ukraine [Committee] (no. 34199/09, 20 June 2019), did the investigating authorities comply with the procedural requirements of Article 3 of the Convention? In particular, did they act with the requisite diligence and promptness, and did they ensure the applicant's effective involvement in the proceedings as a victim (see V.D. v. Croatia (no. 2), no. 19421/15, 15 November 2018)?.
