    The second sentence of Article 2 of Protocol No. 1 aims at safeguarding the possibility of pluralism in education, which is essential for the preservation of the "democratic society" as conceived by the Convention (see Kjeldsen, Busk Madsen and Pedersen v. Denmark, 7 December 1976, § 50, Series A no. 23).

    The rights asserted are not identical, even if they are to be read in harmony (see Kjeldsen, Busk Madsen and Pedersen v. Denmark, 7 December 1976, § 52, Series A no. 23).
