ABDULKHANOV AND OTHERS v. RUSSIA
The Court further reiterates that Article 2 contains a positive obligation of a procedural character: it requires by implication that there should be some form of effective official investigation when individuals have been killed as a result of the use of force by the authorities (see Finogenov and Others v. KRDZALIJA AND OTHERS v. MONTENEGRO

KAPLATYY v. UKRAINE
In this context they noted that, according to the Court's case law, in particular, the case of Finogenov and Others v. Russia (nos. 18299/03 and 27311/03, ECHR 2011 (extracts)), only close relatives of a deceased person or those who without being married constituted a de facto family may claim to be themselves victims of a violation of Article 2 of the Convention.
