The Government point out that in the case of Weeks v. the United Kingdom (judgment of 2 March 1987, Series A no. 114, § 62) the Court found that the Parole Board had the necessary judicial character to comply with Article 5 § 4, notwithstanding complaints that the Parole Board was not independent of the Secretary of State as he appointed the members, provided its staff and laid down its rules. - EGMR, 24.09.1992 - 10533/83
