If, however, the respondent State delays the implementation of general measures beyond a reasonable time (see Broniowski (merits), cited above, § 198), leaves the problem unresolved and continues to violate the Convention, the Court will have no choice but to resume examination of all similar applications pending before it and to take them to judgment in order to trigger the execution process before the Committee of Ministers and to ensure the observance of the Convention at domestic level (see, mutatis mutandis, E.G. and Others v.
