The Court has repeatedly found violations of Articles 3 and 5 § 3 of the Convention on account of inadequate conditions of detention in Russian custodial facilities (see Ananyev and Others v. Russia, nos. 42525/07 and 60800/08, 10 January 2012) and the excessively long pre-trial detention of applicants without relevant and sufficient reasons (see, among many other authorities, Kalashnikov v. Russia, no. 47095/99, §§ 104-21, ECHR 2002-VI).The Court reiterates in this regard that even though Article 3 of the Convention does not entitle a detainee to be released "on compassionate grounds", it has always interpreted the requirement to ensure that the health and well-being of detainees are adequately secured as an obligation on the part of the State to provide detainees with the requisite medical assistance (see Kudla, cited above, § 94; Khudobin, cited above, § 96; and Kalashnikov v. Russia, no. 47095/99, § 95, ECHR 2002-VI).
