With regard to the Government's objection of non-exhaustion of domestic remedies, in the light of the above and considering the eight refusals to open a fully fledged investigation (see paragraph 25 above), the remedy referred to by the Government appears to have been devoid of any purpose, given that the refusals to open a criminal case were consistently found to be deficient by the investigators' superiors (see paragraph 24 above; see also Devyatkin v. Russia, no. 40384/06, § 30, 24 October 2017, and, for a similar situation, Uzhakhov and Albagachiyeva v. Russia [Committee], no. 76635/11, § 78, 23 June 2020).
