    Certes, il apparaît que la question de l'interprétation des traités a évolué au cours des années (cette faculté aussi était, dans le passé, laissée au pouvoir politique, non pas simplement en France, où cela a été vrai jusqu'à l'arrêt GISTI du Conseil d'Etat du 29 juin 1990, mais dans presque tous les pays ; cette question a fait l'objet de l'arrêt de la Cour dans l'affaire Beaumartin c. France, arrêt du 24 novembre 1994, série A no 296-B).
