    The Court next recalls that not only must a measure depriving a person of her property pursue, on the facts as well as in principle, a legitimate aim "in the public interest", but there must also be a reasonable relationship of proportionality between the means employed and the aim sought to be realised (see Lithgow and Others v. the United Kingdom, judgment of 8 July 1986, Series A no. 102, § 120) or, in other words, the "fair balance" must be struck between the demands of the general interest of the community and the requirements of the protection of the individual's fundamental rights (see Sporrong and Lönnroth v. Sweden, judgment of 23 September 1982, Series A no. 52, p. 26, § 69).
