In so far as enforcement proceedings constitute an integral part of the trial, the Court considers that the right to a court, along with access to first instance and appeal courts for the determination of "civil rights and obligations" (see Kreuz v. Poland, no. 28249/95, §§ 53 and 54, ECHR 2001-VI), equally protects the right of access to enforcement proceedings (see, mutatis mutandis, Manoilescu and Dobrescu v. The Court reiterates that a "claim" may constitute a "possession" within the meaning of Article 1 of Protocol No. 1 if it is sufficiently established so as to be enforceable (see Burdov v. Russia, cited above, § 40, and Stran Greek Refineries and Stratis Andreadis v. Greece, judgment of 9 December 1994, Series A no. 301-B, p. 84, § 59).
