The Court reiterates that doubts as to the lack of independence and impartiality of investigatory authorities or courts may in certain circumstances raise an issue under Article 2 of the Convention (see, for instance, Ogur v. Turkey [GC], no. 21594/93, § 91, ECHR 1999-III, and Mustafa Tunç and Fecire Tunç v. Turkey [GC], no. 24014/05, §§ 169 and 177, 14 April 2015), but they cannot, in principle, be raised as a pre-emptive claim to escape the obligation to exhaust domestic remedies (see, mutatis mutandis, Mercan v.
