The Court reiterates that the reasonableness of the length of proceedings must be assessed in the light of the circumstances of the case and with reference to the following criteria: the complexity of the case, the conduct of the applicant and the conduct of the relevant authorities (see, among many other authorities, Pélissier and Sassi v. ENCULESCU v. ROMANIA
The Court agrees with the Government that only the period of time the proceedings were actually pending before the domestic authorities, in particular from 23 August 1996 to 2 November 2006 and from 4 March 2008 to 29 April 2010, should be taken into account in order to examine the applicant's complaint concerning the length of the proceedings (see Seregina v.
