The Court reiterates that the obligation to exhaust domestic remedies requires an applicant to make normal use of remedies which are available and sufficient in respect of his or her Convention grievances (see, among other authorities, Mocanu and Others v. It reiterates that the responsibility of the authorities for the situation complained of could be engaged, in so far as the actions in question were undertaken in a State-run institution by medical staff who were effectively State employees (see Centre for Legal Resources on behalf of Valentin Câmpeanu v. Romania ([GC], no. 47848/08, § 134, ECHR 2014; Atudorei, cited above, § 139; and G.B. and R.B. v. the Republic of Moldova, no. 16761/09, § 25, 18 December 2012).
