Im Rahmen eines ersten verwaltungsgerichtlichen (Untätigkeits-)Verfahrens wurde auf Vorschlag des Verwaltungsgerichts Oldenburg (11 A 459/16) im Beschluss vom 23. März 2016 ein Vergleich geschlossen, auf dessen Grundlage der damals zuständige Landkreis B-Stadt dem Kläger am 20. April 2016 eine Aufenthaltserlaubnis auf der Grundlage des § 25a AufenthG für zwei Jahre erteilte.
