The Commission further recalls that conferring the prosecution and punishment of minor offences on administrative authorities is not inconsistent with the Convention, provided that the person concerned is enabled to take any decision thus made against him before a tribunal that offers the guarantees of Article 6 (Art. 6) (Eur. Court HR, Öztürk v. Germany judgment of 27 May 1983, Series A no. 73, p. 21-22, para. 57).
