The Commission has found no evidence in this case which could lead to the conclusion that in examining the applicant's complaints regarding the alleged procedural errors, unlawfulness and disregard of fundamental legal principles the Supreme Administrative Court had to decline jurisdiction in ruling on them or in ascertaining the relevant facts (cf., Eur. Furthermore, a difference of treatment is discriminatory only if it "has no objective and reasonable justification" and the Contracting States enjoy a certain margin of appreciation in assessing whether and to what extent differences in otherwise similar situations justify a different treatment in law (see Eur.
