The Commission recalls that, while Article 8 (Art. 8) of the Convention imposes certain positive obligations on the State to act in a manner calculated to allow family ties to develop normally, it does not oblige the State to positively reestablish conditions of family life already damaged by the people concerned (cf., Eur.
