To this extent the present case can be distinguished from the Silver and others case, in which the Commission and the Court considered that the stopping of letters on the basis of a blanket prohibition on prisoners' letters containing material intended for publication regardless, inter alia, of the contents of the letter in question, was not "necessary in a democratic society... for the prevention of disorder" (Eur.
