Moreover, the Commission does not exclude the possibility that a Contracting State's responsibility might be engaged under Article 2 (Art. 2) of the Convention or Article 1 of Protocol No. 6 (P6-1) where a fugitive is extradited to a country where he is seriously at risk of being executed, as a result of the imposition of the death penalty or otherwise (cf.
