The applicant submits that in accordance with the Court's reasoning in Klass v. Germany, (Eur. Court HR judgment of 6 September 1978, Series A no. 28) and Malone v. United Kingdom (Eur. Court HR, judgment of 2 August 1984, Series A no. 82), the installation of secret surveillance equipment and bugging devices can only be considered to be necessary in a democratic society, where there exist adequate safeguards against abuse, and that no such safeguards exist in this case. - EGMR, 02.08.1984 - 8691/79
