Si un avocat ne pouvait s'entretenir avec son client sans une telle surveillance et en recevoir des instructions confidentielles, son assistance perdrait beaucoup de son utilité, alors que le but de la Convention consiste à protéger des droits concrets et effectifs (voir notamment l'arrêt Artico du 13 mai 1980, série A no 37, p. 16, par. 33).

The Commission recalls the case-law of the Convention organs that where an individual has an arguable claim to be the victim of a violation of the rights set forth in the Convention, he should have a remedy before a national authority in order both to have his claim decided and, if appropriate, to obtain redress (see Eur.
