The concept of a "continuing situation" refers to a state of affairs which operates by continuous activities by or on the part of the State which render the applicants victims (see Ananyev and Others v. La Cour rappelle que, conformément à l'article 35 § 1 de la Convention, elle ne peut être saisie d'une affaire que « dans un délai de six mois à partir de la date de la décision interne définitive », c'est-à-dire de l'acte clôturant le processus d"«épuisement des voies de recours internes», au sens de la même disposition (voir McDaid et autres c. Royaume-Uni, no 25681/94, décision de la Commission du 9 avril 1996, Décisions et rapports (DR) 85, p. 134).
