Die Entscheidung der Strafvollstreckungskammer steht im Widerspruch zu den nach der Rechtsprechung des Bundesverfassungsgerichts (vgl. BVerfG, stattgebender Kammerbeschluss vom 20. Es ist zu besorgen, dass die Strafvollstreckungskammer im Anschluss an das Therapiezentrum die nach der Rechtsprechung des Bundesverfassungsgerichts (vgl. BVerfG, Stattgebender Kammerbeschluss vom 20. Dezember 2016 zu 2 BvR 1541/15, veröffentlicht bei juris) in Verbindung mit der Rechtsprechung des Europäischen Gerichtshofs für Menschenrechte (vgl. EGMR, Kammer IV, Urteil vom 28. April 2009 zu Bsw. 32881/04, Beschwerdesache K. H. u.a. gegen die Slowakei) bestehenden Grundsätze zur Gewährung von Einsicht in die (eigenen) Patienten- bzw. Krankenakten (vgl. § 20 Abs. 1 Satz 2 und 3 MRVG NRW), denen sich der Senat wie auch die übrige obergerichtliche Rechtsprechung angeschlossen hat (vgl. z.B. Senat, Beschluss vom 23. Februar 2012 zu III-1 Vollz(Ws) 653/11, veröffentlich bei juris; OLG Koblenz, Beschluss vom 20. The Court notes that, by virtue of this provision and the fact that although she had been examined by a medical panel of the College of Doctors she could not obtain a copy of the findings of that examination, the applicant was denied of her right under Article 8 of the Convention to obtain, within a reasonable time, a medical expert report which could have determined whether - from a medical standpoint - there was a case of medical negligence in respect of the dental treatment carried out by Dr A.D.
