As regards the Government's objection that the applicants" complaint was premature, given that the second set of constitutional appeals was still being considered at the time when they lodged their applications, the Court reiterates that, while the requirement for an applicant to exhaust domestic remedies is normally determined with reference to the date on which an application is lodged with the Court (Baumann v. France, no. 33592/96, § 47, ECHR 2001-V (extracts)), it also accepts that the last stage of such remedies may also be reached after the lodging of the application, but before the Court determines the issue of admissibility (Karoussiotis v.
