Es dürfte insbesondere ausreichen, wenn eine höhere Instanz einen Rechtsbehelf abweist, indem sie sich einzig auf die Rechtsvorschriften zur Regelung dieses Verfahrens beruft, wenn die in dem Rechtsbehelf aufgeworfenen Fragen nicht von besonderer Bedeutung sind ( Burg u.a. ./.
