The Court considers that the events leading to the tragic death of the applicant's son and the responsibility of the health-care professionals involved are matters which must be addressed from the viewpoint of the adequacy of the investigation which was carried out in order to shed light on the course of those events, allowing the facts of the case to be exposed to public scrutiny, not least for the benefit of the applicant (see Eugenia Lazar, cited above, § 70, and Powell v. the United Kingdom (dec.), no. 45305/99, ECHR 2000-V). - EGMR, 17.01.2002 - 32967/96

They also require an effective independent judicial system to be set up so that the cause of death of patients in the care of the medical profession, whether in the public or the private sector, can be determined and those responsible made accountable (see Calvelli and Ciglio v.
