    Je note que, dans un certain nombre d'arrêts concernant la surpopulation carcérale, la Cour a mis l'accent sur la liberté des États quant au choix des moyens pour résoudre ce problème et qu'elle a essayé de garder la neutralité dans les conflits concernant le choix des politiques pénales (voir, par exemple, Torreggiani et autres c. Italie, nos 43517/09, 46882/09, 55400/09, 57875/09, 61535/09, 35315/10 et 37818/10, 8 janvier 2013, et Neshkov c.
