The attribution of privileges and immunities to international organisations is an essential means of ensuring the proper functioning of such organisations free from unilateral interference by individual governments, and that it pursues a legitimate aim (see Lopez Cifuentes v. Spain (dec.), no. 18754/06, § 26, 7 July 2009).
